Key fact: Microsoft Copilot Studio is the low-code product for building and governing agents that use Microsoft 365 knowledge, connectors, and multi-channel deploy.

How we got it: learn.microsoft.com/en-us/microsoft-copilot-studio/agents-overview. This page does not quote a license price.

Checked:

Key fact: A local stand-in will not reproduce Microsoft Graph. It can answer from documents you actually stored.

How we got it: Scope limit. Open WebUI plus a local model is the stack named here, not a Graph clone.

Checked:

Key fact: An SMB pilot at 27B Q4 needs about 18.2 GB. A department box that also embeds documents should be planned at 64–128 GB, not squeezed onto 16 GB.

How we got it: 27 × 0.5 × 1.2 + 2 = 18.2. Embedding indexes and concurrent chats are extra resident memory.

Microsoft Copilot Studio is where Microsoft wants you to build and govern agents that sit on Microsoft 365 knowledge, connectors, and the channels you already pay for. The product root is learn.microsoft.com/en-us/microsoft-copilot-studio/. Licensing is a maze of seats, Copilot credits, and tenant settings. This guide does not invent a price. If the reason you are here is “we already live in SharePoint and Teams,” Studio is the product that speaks that graph, and a local model will not.

What you give up when you leave it

The valuable part of Copilot Studio is not the chat box. It is the permissioned reach into mail, files, and the directory, plus an admin story your security team already knows how to audit. A local stack can cite a PDF you dropped in a folder. It cannot, by default, see a Teams thread the user is allowed to see. Rebuilding that is an integration project, not a GPU purchase. Say that out loud before you order a mini PC “to replace Copilot.”

The reason to build local anyway is narrow and real: a policy that the model weights and the document texts stay on hardware you rack, or a workflow that does not need Graph at all. Internal SOPs, a product manual, a warehouse spreadsheet. That is a retrieval problem plus a model that fits.

A modest local business stack

Keep the pieces boring.

This guide does not recommend AutoGen. Microsoft’s agent-framework story has been moving, and a primary doc saying AutoGen is the thing to build on this quarter has not been re-confirmed. CrewAI and LangGraph have current docs.

SMB versus a department

Who Model at Q4 Memory plan
One office, a manual K2-Horizon-7B, 6.2 GB, if the manual is short. Qwen3.8-27B, 18.2 GB, if answers have to be careful. 16–24 GB. 27B wants the top of that range.
A department, retrieval on 32B Q4, 21.2 GB, shared 64 GB unified so the index and two chats coexist.
Several workflows plus a larger model 70B Q4 is 44 GB and is optional, not the default 128 GB class. Use the calculator.

Quality jumps from 7B to 27B matter more for policy answers than a second tiny model labeled “legal agent.” One good server, human review on anything that leaves the building.

If you want it to feel on-prem

The EVO-X2 128 GB (B0F53MLYQ6) is the catalog box with enough memory for a department index and a 32B or an aggressive large-MoE quant. It is a mini PC, not a Microsoft 365 tenant. Read the bandwidth notes in the Strix Halo guide before anyone promises “Copilot speed.” A 24 GB GPU is an SMB pilot and stops being one when the second concurrent chat shows up.

When the other option is better

Cloud: Copilot Studio is the better pick for Microsoft 365 shops: it already sits on your tenant’s Graph data, identity and admin controls, which a local stack has to rebuild.

Local: A local Open WebUI + CrewAI stack is better when policy requires the model and document text to stay on hardware you rack, or when the workflow does not need Graph at all.
